1. Comparison between PICkit 3 and ICD 2
1)The 16 bit chip has a download speed that is more than twice as fast as ICD2.
2)The price is much lower than ICD2, and the supported series are almost as many as ICD2. It will surpass ICD2 in the future
3)Connectivity is more reliable than ICD2, and there is no frequent problem of ICD2 USB not being able to connect, which is one of the headaches of ICD2.
4)Officially open standard circuits.
5) It can now support offline downloads and is suitable for on-site program upgrades and batch programming.
6) Directly debug the PIC18FXXK series and PIC16F72X chips with VPP below 10V, without the need to manually add a voltage reduction circuit to the VPP.

PIC16 only supports one hardware debugging breakpoint

Debugging pic18 is much more comfortable than pic16, but one breakpoint is really frustrating.

The differences are:
1) The speed of PICKIT3 will be faster. The main chip of PICKIT3 is PIC24, which has slightly improved speed compared to Pickit2, and the USB is still Full12M.

3)Provide a more accurate reference voltage source

4)There are more supported chip series, and currently PICKIT3 already supports PIC16F193X and PIC32. PICKIT2 will not support PIC32 debugging in the future, and its support for some new chips, such as PIC18F14K50, has been constantly in BETA state.
